Sturgeon County & Town of Morinville focus on reviewing the costs related to funding recreational services

Joint Statement: Morinville, AB – On March 11, 2019, the negotiating teams from Sturgeon County and the Town of Morinville continued their discussions to better deliver services between the two municipalities, in accordance with the Modernized Municipal Government Act.

On Monday, the discussions focused on reviewing a list of the operational and capital costs related to funding recreational services for the residents of our respective municipalities. Officials also discussed barriers, constraints and opportunities associated with achieving a mutually beneficial agreement through the Intermunicipal Collaboration Framework (ICF).

According to Mayor Barry Turner, “Positive progress has been made with a focus on mutual benefit for residents of both municipalities and the development of key principles to guide negotiations. The discussions have been productive, and each party has approached the talks with open minds and in good faith.”

“We are being strategic in the content of our agendas and timing of our discussions, with higher priority being given to topics that are mandated by the province with an April 1, 2020 deadline. We are also giving careful consideration to the opportunity for efficiencies that the Government of Alberta hasn’t mandated, but that both communities can benefit from.”, said Sturgeon County Mayor Alanna Hnatiw.

The Town of Morinville is represented by Mayor Barry Turner and Councillors Nicole Boutestein and Stephen Dafoe. Sturgeon County is represented by Mayor Alanna Hnatiw and Councillor Karen Shaw and Deputy Mayor Patrick D. Tighe.

Background: Under the Modernized Municipal Government Act, municipalities with common boundaries, must, within two years create a framework that:

  • Provides for the integrated and strategic planning, delivery and funding of intermunicipal services, such as water and waste water, solid waste, transportation, recreation and emergency services.
  • Stewards scarce resources efficiently in providing local services, and
  • Ensures municipalities contribute funding to services that benefit their residents.
